What is the weather like in Oregon? Doesn't it rain all the time?

Actually, no. But don't tell anyone. During the summer months it's often sunny with moderate temperatures in the upper 60's and lower 70's. Shorts and t-shirts are common during the day, and most people appreciate a light jacket and pants in the evening as the sun sets. Generally speaking, casual dress is appropriate for most occasions.

What's the water temperature? Do I need a wet suit or dry suit?

Water temperatures are generally around 50 degrees. A wet suit is needed for most diving and in the winter a dry suit is needed for extended dives (longer than an hour). Doug's Diving is a full service shop that can supply all the necessary gear that you will need.
